It was perhaps a calling and a path which many of us expected”. 新しく運輸大臣となった Ong Ye Kung 氏について触れるには、先に前運輸大臣だった Khaw Boon Wan 氏について触れる必要があります。Khaw Boon Wan 氏は今回の総選挙を機に引退。保健省、国家開発省、運輸省の大臣を歴任され、どこへ行ってもその時々で大きく社会問題となっている案件を解決、Mr Fix とも呼ばれていました。近年では数年前まで頻発していた MRTの故障、メンテナンスが問題となっており、Khaw 氏は、他の運輸大臣が解決できなかったことを引受け、次々と解決に導きました。ベテラン政治家で党内はもちろん、首相からの信頼も厚く、国民からの支持もあり、彼の引退は私は個人的にもとても寂しく感じていました。彼の引退で、では次の運輸大臣は誰が就くのか気になるところでした。また、ベテランでもあり数々の実績を残した Khaw Boon Wan 氏の後を継ぐとなると大役です。それを引き継いで、新たに運輸大臣に就任したのが 前教育大臣の　Ong Ye Kung氏。さすがです。彼は教育大臣となって、これまでのシンガポールのエリート教育制度を時代に合わせて大きく改革してきた方。まだまだ従来の教育制度は残るものの、成績、数値だけで将来が判断されていた教育システムから、より1人1人の個性、能力を重視する方向や、子どもたちが将来への多様な選択をできるような教育に改革を続けてきました。Ong Ye Kung 氏は教育大臣となって政治家としての実績を積み、大きく開花させました。その実績が大きく認められ、今回の運輸大臣就任となります。マレーシア政権の事情とコロナが重なり、建設が一旦中止となっていた JB – シンガポールの国境間を相互に乗り入れする電車 (MRTのようなもの) この建設計画はつい先日、2021年からの建設再開が決まったばかり。他にももう 1つ 大きなプロジェクト KL – シンガポール間の高速鉄道建設についても、宙ぶらりんになった状態のままです。マレーシア側が自国の事情で二転三転するため、交渉が難航したり、建設に遅れが出たり、資金に関して問題が出たりと、シンガポールにとっては、常にちょっとした爆弾を抱えながら建設を進めるような状態。運輸大臣としてマレーシアと難なく交渉することが求められます。前述の Ong Ye Kung 氏が教育大臣から運輸大臣となるため、コロナ対策で大活躍の Lawrence Wong 氏が新しく教育大臣に就任されます。Lawrence Wong 氏の活躍ぶりは誰もが認めるところで、若いシンガポール人からの支持も割と高く、教育大臣としても活躍されることと思います。外務大臣、法務大臣、国防大臣、貿易産業大臣、労働大臣、財務大臣など重要なポジションは変更なく継続。選挙後の新内閣または任期内での内閣改造をする時は、驚くほどのポジション入れ替えとなりますが、今回はコロナの為、入れ替えを最低限にした新内閣となりました。不安定な時期なので当然のことでしょう。全ての発表が終わった後、メディアからの質問に応じ、ニュース記者からかなり切り込んだ質問がありました。今回の厳しい選挙結果を受け首相交代についてはどうなりますか？ という質問に対し、リー首相はご自分で答えずに、それについては Chan Chun Sing 貿易産業大臣に答えるように振りました。この質問がくることを想定していたのでしょう、用意していたように、それについては、今コロナ禍での失業対策と経済対策が最優先で、（首相交代について）今は計画していないし、話し合っていませんと返答、明確な答えを避けた形をとりました。別の記者からも首相交代について質問があり、リー首相が70歳を過ぎても引き続き首相に就く意志があるかどうかという質問に対して、できることなら 70歳の誕生日までに引退したいが…現時点ではなんとも言えないといった姿勢を示しつつも、首相ポストは次世代に引き継ぐ準備をしている、といった答えにとどまりました。リー首相は選挙戦中にも同様の発言をしたものの、時期については触れなかったことや、選挙結果が PAP にとっては有利でなかったこと、次期首相候補とされている Heng 氏への首相就任反対の声が多いことなど、さまざまな理由から、首相は変わらないという見方が有力になっていました。結果的にその通りとなり、しばらくはリー首相続投となりますが、適切な時期が来たら次期首相は変わらず Heng 氏になる可能性が高いです。首相交代に関して、コロナの状況と時期的なことだけだと思いますが、個人的にはここで大きく案を変えてもいいのではと思います。今回の選挙結果で国民の意思、希望がはっきりと数字で表れました。Heng 氏は別のポジションでは支持されると思いますが、残念ながら首相ポジションでは支持されないことが分かったのです。今から方向転換するとなると難しいことですが、すでに決めたことをやり通すことで国民が支持するか、撤回することで国民からの支持が上がるか、どっちにしても難しい選択です。NDR – Narional Day Rally 独立記念首相演説は毎年ナショナルデー後の8月下旬に行われ、シンガポールの中長期戦略、国の方針などについて首相から話があります。毎年多くのゲストを呼んで大規模な講演をしますが、今年はそれができず、8月31日に国会演説と合わせて首相から話しをするとのこと。国民からの意見も何かとありますが、新内閣は主要大臣がほぼ変わらない手堅い内容となりました。このところ景気の悪いニュースも多くなっていますので、まずはコロナ対策に引き続き注力し頑張ってほしいです。2004年、海外での仕事に挑戦すべく単身シンガポールへ。現地採用にて日系企業・外資系企業で勤務。2007年にシンガポール人の夫と結婚。Copyright © 2020 Singapore Style All Rights Reserved.
